The bookmark is actually inserted one place to the right from the place caret
shows it will be inserted at.

Reproducible: Always
Steps to Reproduce:
1. Get sure that you have at least two items on your Personal Toolbar
2. Open any webpage
3. Drag bookmark icon from Location bar to the Personal Toolbar
4. Ensure that the caret is placed between the two items (see attachment: 
before.gif)
5. Drop bookmark


Actual Results:  Bookmark is placed AFTER the two items, one space to the right
from where caret was. (See attachment: after.gif)

Expected Results:  Bookmark should appear in the place of the caret

Probably related to the usual array base number 0/1 confusion
