Wizard does not come up when user has no accounts

Details
Now that we always create a Local Mail store, the new account wizard does not
pop up when you're starting a new profile. I guess instead of checking if there
are zero accounts, we need to make sure that all the accounts are not of type
"none"

Build 1999110808M11: Win32/NT4, Linux/Redhat 6.0, Mac 8.5.1
When I launch the application, using -installer, the list of Profiles appear and
I select the "New" button, enter a new profile name and press OK which takes me
back to the list of profiles. Then I need to select the new profile name, select
the "Start" button and the Account Wizard launches. Shouldn't the Account Wizard
launch right after I enter a new profile name?

nbaca, your comments are for Profiles, not for mail-news accounts.
I'd open a new bug, severity == enhancement, component == profile migration,
owner == selmer.

Build 1999111218M11: Linux/Redhat 6.0
Verified Fixed using two seperate scenarios:
1. Using the "./mozilla -ProfileManager" command I create a new profile, select
the Start button which launches the browser, I select the mail icon which
launches Mail quickly followed by the Account Wizard as expected.
2. I delete the registry file, launch the application using "./mozilla" and it
prompts to create a new profile. After entering a profile name the browser
automatically launches. After selecting the mail icon then Mail launches quickly
followed by the Account Wizard as expected.
