I'm a new lvl 1 access sheriff and when trying to access IRC (https://irccloud.mozilla.com/#!/ircs://irc1.dmz.scl3.mozilla.com:6697) I receive an access error.

Irccloud is a paid license so that needs go through approval by EUS I believe. NI'ing :mpoessy.

LDAP bit enabled. Account should be active. Please go to https://irccloud.mozilla.com/ or sso.mozilla.com to access.
