F5 refresh doesn't work on certain pages

F5 refresh doesn't work on http://www.ssd.noaa.gov/goes/west/nepac/h5-loop-wv.html unless you click within a certain area.
To see the bug, load http://www.ssd.noaa.gov/goes/west/nepac/h5-loop-wv.html . Now hit F5. The page should refresh, but does not. However, if you click on, say, "Northeast", then hit F5, the page refreshes -- once.
I suspect that keyboard focus is on some element for which FF hasn't established the correct chrome handler for F5.
I have seen this behavior on other sites, but don't recall them right now. I will add any that I find.

Seeing the same behavior on chrome. Looks it's a website issue.
