Now that the remote settings code was moved to a dedicated folder (Bug 1463750), we can split the big `remote-settings.js` into smaller bits.

Also, according to Gijs, since RemoteSettings is a module, it should have the .jsm extension.

We could at least have:
- RemoteSettings.jsm
- Client.jsm
- Utils.jsm

Take RemoteSettingsClient code out of remote-settings.js
