UX had asked us to skip the window opening animation for the initial window open because at the time the first window open was delayed until the full browser UI was ready, so the animation delayed showing the browser UI. Now that our first window is blank, the animation is nice to make the user feel that there's something happening, and it doesn't delay showing the actual browser UI, so we should renable it. This missing animation is the main reason why early blank paint got disabled in 61 beta.
