add 'verify' as an option for web-platform-tests manifests

currently if we do |disabled: if verify| in a wpt manifest file, it will still run. We need to add this value to the key/value pairs we build up in wpt test manifest parsing.
when running test-verify there are known failures and we need the ability to mark tests as disabled when run in test-verify mode
