Mozilla/5.0 (Macintosh; Intel Mac OS X 10.14; rv:62.0) Gecko/20100101 Firefox/62.0 (20180619102337) 

STR:
1) Open Firefox 
2) Navigate to about:preferences
3) Under "Fonts&Colors" press the Advanced... button
4) Switch "Proportional" to Sans Serif
5) Open the "Serif" drop-down 

Note: If the issue is not revealed play with step 4)

AR: The drop-down is not opening
ER: The drop-down should open

Not reproducible on Windows.

Are there any errors in the console? Can you reproduce on a clean profile?

FWIW, I suspect this is a macOS mojave bug... See also e.g. bug 1468053. Is your copy of Mojave up to date? Did this break recently?

I've just updated out Mac OS X to 10.14 Beta 2 (18A314h) and re-tested this issue on latest Nightly, Beta and Release build. I'm still able to reproduce it with a new clean profile. There are no errors in the browser console. 

The issue is not reproducible on Mac OS X 10.13.4.

Given this reproduces on 1 version of macOS and not another, and the preferences doesn't have any code specific to particular macOS versions, tentatively moving to Widget::Cocoa.

Similarly to bug 1468053, I can't reproduce with a local build that uses the 10.14 SDK.
