When I test Windows 10 RS4, hid.dll and msimg32.dll are unused at start up. So we can move these dlls to delay load dll. hid.dll is added by usb device of WebAuthN support. And msimg32.dll is used by old Windows's title bar rendering (and cairo's printing surface).
