Details
It won't always be possible to highlight elements blocked by tracking protection (e.g. elements dynamically inserted by blocked scripts), but in some cases, it should be relatively easy (e.g. images).
The priority is unclear at this point since we don't know how many of the blocked elements could easily be detected and highlighted.

Because it's potentially part of "reducing breakage" for TP.

Oh, I was under the impression that this tracker bug only covers the cookie restrictions project, not the overall project... If I was wrong, it would be nice to have a tracker for the cookie restrictions project.

FWIW I filed bug 1473978 for the latter project.
