1470400 - Document Telemetry Archive behavior better

The current documentation[1] for archiving doesn't mention when/how archived pings are cleaned up.
We should clearly document that old data is cleared after a period of time (60 days[2]) as well as when the whole archive exceeds a certain quota (120 Mb)

As it is configured by a constant it's easier to keep that docu only on
the constant.
