[Steps to reproduce]:
1. Go to this site https://9gag.com/
2. Open DevTools - > Storage (Shift + F9)
3. Navigate through the second panel using the arrows from keyboard.

[Expected result]:
- The highlighted element is always visible and the page scrolls down at the same time with the highlighted element.

[Actual result]:
- When the highlighted element reaches the bottom of the page, it disappears. If the page is manually scrolled then you can see how the navigation progresses.  

[Regression range]:
- I don't think it's a regression.

I investigated the issue more and I found a regression.

- last good: 20160323030400 (2016-03-23)
- first bad: 20160324030447 (2016-03-24)

Bug 1154183 might be the cause of this issue.
