1470463 - Cannot resize bottom pane that appears when selecting a job

STR:
  1. Load any Treeherder page
  2. Select a job, to trigger the bottom pane to appear
  3. Try to resize the bottom pane vertically by dragging 
     with the mouse

Expected results:
  The bottom pane can be resized vertically

Actual results:
  Even though the cursor icon changes as you'd expect when
  you hover over the separator between the bottom pane and
  the rest of the page, dragging has no effect.

  It looks like the drag may instead be going through to
  the page content underneath the bottom pane.

I started to notice this a few days ago, and initially thought it was my crappy touchpad, but it reproduces with a mouse as well.

Tested on Linux with Firefox Nightly.
