The main_summary dag does not have the correct behavior when run locally. All the jobs should set input and output buckets so that they all start from a sample of main_summary in the telemetry-test-bucket. This would make it easier to test changes in the underlying infrastructure. It's easier to list these in github because of the tight integration of configuration and code in airflow. https://github.com/mozilla/telemetry-airflow/issues/316
