Steps to reproduce:
I have tried to access grader form on the eCampus website. On this website, a form with the slider is needed.
Actual results:
However, bottom slider doesn't appear in macOS version (it appears in windows though).
Expected results:
Both up/down slider and left/right slider should have appeared. Only up/down slider has appeared.

I didn't managed to reproduce this issue on the latest nightly build 63.0a1 (2018-06-26) and neither on the Firefox release build 61.0.
Could you please provide additional steps to the STR? We don't have access on the eCampus website so we'll need a similar form on a public website (or you can save the page and remove all your personal details and attach it to this bug)
Also, please check in your macOS System Preferences -> "General" tab if the "Always" option is selected for the "Show scroll bars" preference.
