User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:62.0) Gecko/20100101 Firefox/62.0
Build ID: 20180624100132
Steps to reproduce:
1. In a new profile, install a WebExtensions that comes with a toolbar icon, e.g. https://addons.mozilla.org/firefox/addon/multi-account-containers/
2a. In Customize mode, put the WebExtensions icon to the right of "List all tabs". (see attachment)
2b. Put another default icon between that Webextensions icon and min/max/close button.
3. Exit Customize mode.
4. Restart or reopen browser.
5. Observe the icons order.
Actual results:
The Webextensions icon is swapped to the right-most side. (see attachment)
Expected results:
Icon orders should be retained.
Note:
1. Default icons from Nightly are not affected.
2. If there are multiple Webextensions icons between "List all tabs" and min/max/close button, one icon will pushed to the right-most side.
3. It seems that if I remove the new tab icon, the issue is not present.
4. The order automatically switchs back to normal once I enter Customize mode.

Not sure what's causing this, NI to Gijs who probably has a better idea where this should live.
