Following up from some discussion around bug 1445921, there might be other times when a user wants to dissociate their profile from any previously collected telemetry data. 

We should add the ability to generate a fresh clientId any time.

This is not hard to do from the technical Telemetry perspective.
However, i think we should start from the Firefox product perspective here and whether this is meaningful on the product side.
I'll leave this to other teams to consider.
