For the CONTENT_LARGE_PAINT_PHASE_WEIGHT (and corresponding "SMALL" metric) we're currently only recording the display list phase with WebRender enabled, since the other phases don't really exist. However it would be useful to record the WR display list build as a phase. Not sure if we should add a new phase for it, or just put it into the flb phase. I'll go with the latter since it's simpler (doesn't require data review) but if we want to make a new phase I can do that. I'm using bug 1470901 to add probes for the WR-internal durations.
