1471389 - Create CFR message provider with experiment recipes

We need to create a local experiment message provider for all CFR recommendations (similar to how the Onboarding Provider works)

We should also add a pref that will specify if the message provider should be loaded or not (this will be the experiment pref).

Note that the asrouter provider pref configuration for CFR should include information about cohort variants (we will use this pref for the shield study)
