[Steps to reproduce]:
1. Open about:newtab
2. Right-click on any of the images from Top Sites and open DevTools.
3. In the Inspector tab -> Rules section hover over the link for back-ground image until the tooltip is displayed.
4. Scroll down.
[Expected result]:
- The scroll works inside the panel.
[Actual result]:
- The scroll doesn't work as long as the tooltip is displayed.
[Regression range]:
- last good: 2017-12-25
- first bad: 2017-12-26
- Mozregression concluded that Bug 1423990 (Move the last few attribute-related methods outside of nsIContent) might have caused this issue.
