1471667 - Ensure that global.css is loaded in all chrome documents

Since we are planning to load many shared widget styles through global.css, we should make sure that it's always loaded. Bug 1420166 is an example where it wasn't getting loaded (in about:config).

Not completely related, but we may as well also unify how global.css is loaded (either here or in another bug).

Just for reference. This should apply on central, unlike the one from the other bug which had some stuff from a previous attempt.
