bug 1456177 broke compare-locales, the merge dir is now always the l10n dir, and that doesn't work.
https://hg.mozilla.org/l10n/compare-locales/pushloghtml?changeset=89aa01a31065 added a test and backed bug 1456177 out. I'll reopen that one.
