[Xfce] The browser resets the window size when returning from full-screen mode

What did you do?
================
1. Maximize the window with browser to the whole desktop (with the help of the window maximizer button)
2. Press F11
3. Press F11 again
What happened?
==============
The size of the window has changed to a "default value".
What should have happened?
==========================
The window should be open to the entire desktop.
Is there anything else we should know?
======================================
I use Xubuntu 16.04 and Firefox Quantum 60.0.2.
The problem occurs only when the (system) header is disabled.
The same problem occurs after opening the video in full-screen mode.

Hi,
I tried to reproduce this issue on Ubuntu 16.04, Firefox Quantum 60.0.2 and Nightly 63.0a1 (2018-07-03) and didn't managed to.
Can you please update your browser and see if it is still reproducing?
If it is, please try on Safe mode also. You can find some help here: https://support.mozilla.org/en-US/kb/troubleshoot-firefox-issues-using-safe-mode
You can also create a new clean profile following the steps from here: https://support.mozilla.org/en-US/kb/profile-manager-create-and-remove-firefox-profiles
If it is still reproducing, can you give me more details about how and which (system) header you disable to reproduce this issue?

I ran Ubuntu 16.04 from boot flash drive in Try-mode, updated Firefox to version 60.0.2 (it's the latest version on ubuntu-repository) and tried to reproduce my steps. Error did not appear.
Then I tried to do the same with Xubuntu 16.04 and the error appeared again. It seems to me that the problem occurs in Xfce.

I mean title bar: Customize -> Title Bar (in the left bottom corner).

Taking a stab at a better component here, as it seems we're not restoring the window size properly (or there's an issue with Xfce).
