I suspect this could lead to incorrect rendering in some cases, as certain behaviors (e.g. language-specific shaping, small-caps case transform) depend on knowing whether the language was explicitly specified, or inferred from the system locale, etc.

Looks like this was simply missed when the field was added in bug 1108616.
