1473244 - Re-enable build and packaging of Lightning

There's a few things still remaining to do here:

* Philipp's attachment 8985868 [details] [diff] [review] from bug 1448808, with a new install.rdf file to keep the packager happy.
* Jörg's attachment 8986312 [details] from bug 1448808 to bring back the mozmill tests.
* Bug 1470044 to fix the persistence store (more work required).
* Bug 1470307 to fix a mozmill test.
* Bug 1472883 with the changes needed to get mozmill passing again (more work required).

I hope to land it all at once, or at least close together, which is why it hasn't happened yet.

Also the fact that overlays haven't been removed from mozilla-central is causing some issues.

Okay, this is nearly ready to land. Just waiting on a follow-up review and a try run to make sure nothing else has broken since I last updated my tree:
