This seems to be known problem with Lightning packages provided by Fedora. Workaround might be to use Lightning package by Mozilla. See Bug 1424197.

This workaround is not a solution - sure, we can all do that - but this needs to be done every time Thunderbird is updated - and needs to be done by each user separately.
So - the only sane solution remains disabling all Thunderbird updates. I had to do it in an office with 40 CentOS workstations. This also means that we will never know when eventually this is resolved.
But - more importantly - the real bug is the way this error is handled. A misplaced language XML file should really not result in an uncloseable error window - and I guess this has nothing to do with Fedora distro.

This isn't something we can easily fix, as the error handling is baked deep into the Mozilla Platform. This might get better with the new l20n project though, where error handling is a bit more graceful. There is no specific bug I can point you to, but work for that is happening as necessary. Sorry for the inconvenience!
