Steps to reproduce:
Using ato.gov.au to submit my tax return, pressed on the vertical scrollbar and beyond the top or bottom of the vertical scrollbar.
Actual results:
Holding the vertical scrollbar sometimes responds as if the scrollbar is not there, i.e. as if the visible area of the scrollbar does not exactly match the active area of the scrollbar. Similar behaviour occurs when pressing on the area beyond (above/below) the edge of the vertical scrollbar.
Expected results:
Holding the vertical scrollbar should allow the user to move the scrollbar. Pressing on the vertical area just beyond the vertical scrollbar should move the page up/down.

I verified this issue on Mac 10.13 with Firefox Nightly 63.0a1 (2018-07-10) (64-bit) and I cannot reproduce it after following your steps.

The issue occurs just with https://onlineservices.ato.gov.au/Tax/MyTax/MyTax2018Home.aspx#DCA/questions/assets
I can't replicate the issue now, but that could be because my tax return has been completed and so the page rendered by the URL is now different.

Unfortunately it seems like we have no way to reproduce this any more. If you run into this problem on other websites please file a new bug. Thanks!
