So right now, one of the IPs that BMO uses to send email is in (at least a few) RBLs. When email to a destination bounces, BMO disables the account. This is because BMO uses SES and we're sensitive to the total number of bounces that we incur. Currently we're migrating to a static SES IP, which will be easier to deal with these issues. In the mean time, as we identify hosts we can't send email to we'll re-enable the impacted accounts but disable *all* email to those hosts. Currently more than 2,000 accounts are impacted.
