Steps to reproduce:
1. Start Nightly or 62.0b
2. Open Browser Toolbox (Ctrl+Shift+Alt+I)
3. Select "Documentation..." in toolbox option menu (A new window will be opened)
4. Open Browser Toolbox (Ctrl+Shift+Alt+I) on a new window (A new browser toolbox will be opened)


Actual results:
Possible endless loop step 3 to 4.


Expected results:
I have no idea it will affect any problems. If this operation have any issues, stop possibility of loop operation.

I don't think there's any real issues with this happening other than it being confusing. The BT is just another Firefox instance, so when starting up a new BT it will open up a new port and be debuggable just the same.

I'm sure we could send a link over to the original Firefox to be opened, although I'm not sure it's worth the effort unless if we hear reports of this causing confusion.
