Some Toolkit widgets, such as tab-modal prompts, are only loaded in the main browser window. Their stylesheets can be loaded only from "browser.xul" instead of "widgets.css", which would be loaded in every window. In the future, as the "toolkit" and "browser" separation is reduced, we may also consider moving these components to the "browser" folder.

tabprompts have been replaced and are used in both toolkit and browser (because of about:addons), and I'm not aware of other components that we'd want to move into browser, so I think we should just close this out.
