I suspect this contributes to the apparent scrolling issues experienced on Android. Possibly relevant to the Quantum Flow project.

Thanks for reporting this. I could reproduce the issue with previous devices: Huawei MediaPad M2 (Android 5.1.1), Nexus 5 (Android 6.0.1) and Xiaomi Mi4i (Android 5.0.2) on Firefox 61.0, but it looks like the issue it's a cause of toolbar reaper.

Hello. After forward investigation it seems the issue it is not reproducible on latest Nightly and Beta. Could you please try on latest Nightly and come with the results?

It doesn't seem to be occurring in beta. There's still a purely perceptual "kick" when the URL bar suddenly stops that could likely be softened by dampening and/or spring-back effect, but that probably warrants a different report?
