User Agent: Mozilla/5.0 (X11; Linux x86_64; rv:62.0) Gecko/20100101 Firefox/62.0 Build ID: 20180705151535 Steps to reproduce: 1. Click the Download button on the internal PDF viewer 2. See nothing happen for a second or two 3. Open the downloads panel 4. Have the "What should Firefox do with this file?" dialog appear and dismiss the downloads panel Actual results: Firefox is now in a state where clicking the Downloads button has no effect. To regain access to the downloads panel, I have to restart Firefox. Until then, I have to use Ctrl+Shift+Y to open the Library window as a much bulkier equivalent. This has been happening ever since the downloads panel was first implemented, but I kept forgetting to report it prior to Firefox 52 and, once Firefox 53 and beyond were out, I kept encountering it on my ESR profile, so I was unsure whether it had been fixed. Expected results: Clicking the Downloads button should function normally.

Just making a quick correction to the title since it's not actually switching focus away from Firefox in the situations I've encountered... just away from the window the downloads panel is attached to.

Another detail which I just noticed: It's limited to the window in question. The downloads panel continues to respond normally on other browser windows I may currently have open under the same chrome process.
Thanks for filing the bug! I've noticed that the Downloads Panel occasionally failed to open, but I didn't know how to reproduce the issue. This may point in the right direction.
