Steps to reproduce:
Sorry; the list of issues is not readable for an ordinary user.
Go on a Mediawiki site like Wikipedia. Go to a not-too-short article and edit (not with the visual editor but with the usual wikitext editor). You should see a vertical scrollbar on the right-hand side of the wikitext editor window. Now move the mouse to hover just above the scrollbar.
Actual results:
The mouse cursor shape is a beam (just as within the whole wikitext editor window).
Expected results:
It should be the default mouse cursor shape, like when hovering above the windows' scrollbars.
The "problem" occurs since 61.0.0, in previous versions it was correct.
