1475279 - Remove specification steps from WPT tests

We agreed some time ago that it would not be possible to keep the
copy-pasted specification algorithm steps up-to-date in the WPT
wdspec tests.  This bug will remove such steps from WPT.

wdspec tests.  This patch removes all such steps.
