Nightly builds are currently unuseable and also broken because comm-central is still the top sourcedir in the old builder configs. ewong is doing the new infra and before this one isn't able to build we won't be able to do comm-esr60+ builds. So state this on the website and temporary remove the link to the nightly builds.

I added Bills page so that we are able to provide some interim test releases. Maybe add a stronger wording that these are not official project releases?
