[Steps to reproduce]:
1. Open the browser with a clean new profile.
2. Navigate to about:preferences#home.
3. Set the "Homepage and new windows" option to "Custom URLs...".
4. Write a valid URL and press CMD/CTRL + N.
5. Observe the displayed page.
6. Open a New Window and observe the page.

[Expected results]:
- Step 5 & 6: The page set in Step 4 is displayed.

[Actual results]:
- Step 5: about:home is displayed.
- Step 6: The page set in Step 4 is displayed.

[Notes]:
- The issue is not reproducible if you press the "Enter" key right after you wrote the URL.
- The issue is not reproducible with the "Blank Page" setting.
- Attached a screen recording of the issue.

This bug seems to reproduce only if you paste in the URL (as opposed to just typing it).
