Dao, shouldn't this bug belong to Core::Dom ? Can you confirm that general is the right place for this issue to be in or suggest a better component if case be?

I'm not sure how viable this will be based on current usage. Devtools uses this to open panels in other windows, when flipping this over that was the breakage I got: https://treeherder.mozilla.org/#/jobs?repo=try&revision=dd6fb8ec540f83174c5bc0621f5c040d1838e912
