someone tried to post a "x-ebcdic-germany" coded article in a newsgroup
(de.comm.software.newsreader)
I can't find a posibility to decode it. I think, this feature should be added

you should check up, what "chars" the posters have quoted, when answering to all
ebcdic-coded messages (several in thread)

I think this is not mail specific.
I think we don't have a converter.

I don't know how charsets are implemented, but if it is just a question of
translation tables (unicode to whatever) I can attach several EBCDIC tables
later today.

I simply don't understand how can anyone support any EBCDIC on newsgroup. the
"=" itself is not a EBCDIC "="
mark this bug simply won't fix.
