1476884 - bugfiler should always add link to logviewer when new bug gets created

By default, the tool to create a new bug for a failure adds links to the log viewer and the raw log.

Bug 1476746 is missing the log viewer link and the log viewer link is the only way to get back to the treeherder view for that job to get the context of pushes, other failures etc.

Aryx: Are your folks still running into this issue? From the code, it sure LOOKS like it's submitting the logviewer link. But, like you, I didn't test it directly to avoid bugspam.
