Steps to reproduce:
Find a website that can open a popup in a new window (I used proxmox remote view for that, it opens a window that doesn't have a tab bar)
Close that window
Reopen it (ctrl+shift+n)
Actual results:
The popup reopens but with a tab bar. Trying to open a tab opens one in another window
Expected results:
It should either remember that it didn't have a tab bar or open the tab in the window
