Steps to Reproduce:

1. Start RTL build (e.g. Arabic) of Firefox 
2. press F12
3. Dock to right or left

Expected result:
Docking should behave the same in all locales. Dock to right should dock to right and dock to left should dock to left.

Actual Result:
Dock to the left docks to the right and dock to right docks to the left
