Steps to reproduce:

1. Have a bunch of tabs open and loaded in say window1.
2. Restart the browser. I did it at about:profiles > Restart normally.
3. Now Firefox should reopen with the about:profiles tab open. Switch to some other tab say tab1. This will cause it to load.
4. Ctrl+click a couple of tabs so you now have, say, 3 tabs selected, one of which (tab1) is loaded, but two aren't.
5. Right click tab selection > Move to new window


Actual results:

1. A new window opens up but it only has a blank tab.
2. window1 doesn't show the 3 moved tabs, as expected, but none of the remaining tabs are visually selected in the tab bar. So the 3 tabs appear to be lost.
3. Restart the browser again - this brings back the 3 lost tabs.

I can also reproduce this on firefox 61.0.1 stable (ubuntu 64-bit) with a unloaded tab browser.

I can also reproduce this on firefox 62 with browser.tabs.multiselect=false. This is a pre-existing issue with unloaded browsers.
