Steps to reproduce:

I noticed this problem since several versions.

Prequesite : Firefox general preferences are configured to "When Firefox starts" -> "Show your windows and tabs from last time".

1. On a clean profile, open several tabs
2. Clear all browsing data
3. Close the browser


Actual results:

Usually I clear browsing data before closing Firefox and I noticed that some times it fails to restore the opened tabs, which results in data loss since I had tab opened as a bookmark or to-do list functionality (hopefully I saved the tabs as favorites).
I always closed Firefox correctly and the problem happened randomly but I noticed a way to reproduce easily the problem: kill the process directly with a Linux command like "killall firefox".


Expected results:

Opened tabs should not be lost even if we clear all browsing data and the browser fails to close correctly, otherwise all people that rely on opened tabs will have a hard time to remember which tabs were previously opened.

I set the priority to P1 and severity to major since it is an important bug that can result in data loss for users.

I could not reproduce this bug using Firefox release 94.0.1 , tried on windows10 64bit and Ubuntu 20.
Did a full clear recent history with all options included and when i launched again firefox all my tabs were available.

I will set this as resolved works for me
