Build: Nightly 63.0a1 (2018-07-20);

Steps to reproduce:
1. Go to Settigns>Advanced.
2. Turn on Allow Autoplay.
3. Go to a video page, e.g. http://video.webmfiles.org/elephants-dream.webm

Expected result:
The video should play automatically.

Actual result:
The video doesn't auto-play.
