Steps to reproduce:
Screen capture- https://testing-1.tinytake.com/sf/Mjc3OTY4NF84MzM4MjU1
1. Set your Ubuntu resolution to 1600 x 1200
2. Start Firefox
3. Minimize the height of the dev tool
4. Open meatball door hanger menu and make sure it docks to the bottom
5. Observe the door-hanger menu:
Expected result:
The door hanger menu should flip towards the view (page) if the dev tools height is too small.
Actual result:
In higher resolution, the door hanger menu flips towards the view (page) if the dev tools height is too small. But in 1600x1200 resolution, the door-hanger does not flip to the page (body of the page) even though the height of the dev-tools is minimized.

You are using a virtual machine, and I see a scrollbar on the right side. I suppose your physical monitor does not support a height of 1200px, hence the scrollbar. I think the popup is fully and correctly displayed, you just don't see it because part of the VM screen is scrolled out.
There is no reason for the menu to flip unless there is not enough space to display it.
Unless I missed something, I think this should be closed as INVALID.

I agree. My physical device does not support that resolution. I tested it with other resolutions as well and it works as intended.
So, closing this as invalid.
