Firefox 61.0.1. I get the I-beam cursor on textarea scrollbars instead of the arrow.

Hi Jerry, can you please test in Safe Mode as well as with the latest build of Firefox Nightly in a clean profile? I'm unable to reproduce on 63.0a1 (2018-07-24) (64-bit) and I don't recall seeing this issue on 61.

I can reproduce the issue on Firefox Release 61.0.1 on Windows 10 x64.
The issue is not reproducible on the latest Nightly 63.0a1(2018-07-26) and on Firefox Beta 62.0b11
