[Steps to reproduce]:
1. Open Fx and navigate to about:welcome
2. Place the mouse on the right lower corner in order to resize the browser
3. Drag to resize browser
4. Rezise browser a few times
5. Observe the left part of the screen next to "Take Firefox with you.." animation

[Expected results]:
No glitch should be observed when the Fx is resized

[Actual results]:
A glitch is seen on the left of the about:welcome page when browser is resized.

I tried and failed to reproduce this with nightly on Windows 10 / x64. Will try another machine..

I tried to reproduce on the Photon reference hardware (low-spec windows 10 laptop) with a new profile and I don't see the glitch shown in the reporter's gif. 

:Gabi can you check this again to see if it was fixed in the latest nightly? If its not fixed for you, could you attach the text from about:support?

Issue seen on latest Nighlty 63.0a1 (20180730221422) on Windows 10x64.
