Win98SE, 1RC3:

When you type something in the address bar for for which there are no
suggestions (a search term being the most important example) a box is shown with
no height, just the borders are visible (this is with the search from address
line feature turned off).

If you have the "Search for <text>" enabled in this box it's ok to do this
obviously, but with this turned off, if you want to click the search toolbar
button you have to click twice, once to hide the autocomplete box, and once to
actually search.
-> URL Bar

I'm not sure if this patch needs work but it does the trick.
I didn't find any other way to find out if the pref showSearch is true or
false.
If there is a better way I'll be glad to hear about one.
P.S
I fiexd a bad comment in the file too, as described in bug 110677

patch

this would fix URL bar, but would mess up composition and anything else that desn't use Search.
I have a patch in bug 124674 that fixes this.
