1478822 - Show better fallback text inside <rich-select> when there are no options

Show text inside the rich-select element to indicate that no options are selected when no options are selected from the dropdown or when no options exist in the dropdown.

This case can happen after bug 1443735 if there's no on-boarding, when there are no shipping options to show or when a user deletes cards/addresses from Autofill when the payment request dialog is shown.

Currently we only have copies for the empty label in the spec for the shipping address picker[0] and payment method picker[1] and they're inconsistent.

We may want to show this text in rich-select of all the pickers(address, payment-method, shipping option and contact information pickers) when they are empty. Can we have copies for the same?

Also, we should note that the string inside the rich-select of the address-picker[0] may have to match the shippingType(= shipping/delivery/pickup) and not be limited to "shipping".

This came up in user testing as jcrew requests only the phone and email Contact Information but users are adding a shipping address during FTU without a phone number (and email as that's not an option for shipping).
