The Touch Bar work in bug 1313429 introduces a new touchbar.properties localization file at chrome://global/locale/touchbar.properties. Filing this bug to add {file: "chrome://global/locale/touchbar.properties", platforms: ["linux", "win"]}, to the whitelist in browser_all_files_referenced.js.
Given that work in 1313429 is still underway, wouldn't it make more sense to just treat this bug as a review comment and roll into the next patch on that bug? Or is there a reason to keep this separate? (Calling P5 to get it off the untriaged radar, since the impact of this is pretty low)

This bug is no longer relevant. The work in bug 1313429 (tracked through bug 1502541) updated the Touch Bar l10n to Fluent and so touchbar.properties is no longer included in 1313429. I will mark as INVALID, although feel free to change this if that's not the right classification!
